Bill Backs Trump’s Aim To Reclaim Panama Canal

Rep. Dusty Johnson (R-SD) has announced plans to introduce a bill authorizing President-elect Donald Trump to negotiate for U.S. control of the Panama Canal. The proposal highlights Republican concerns about China’s activity near the strategic waterway.

The Panama Canal Repurchase Act would empower Trump, with assistance from the Secretary of State, to open talks with Panama’s government. Johnson described the move as a necessary step for U.S. strength and security, saying, “America must project strength abroad — owning and operating the Panama Canal might be an important step towards a stronger America.”

Trump has repeatedly criticized the Carter-Torrijos Treaties, which handed control of the canal to Panama in 1999. He has called the deal “foolish” and emphasized the canal’s importance to U.S. commerce and Navy operations.

Panama’s President, José Raúl Mulino, has flatly rejected Trump’s interest in regaining control, ruling out any discussions regarding the canal’s management or its fees.

The bill also requires Trump to submit a progress report to Congress within 180 days, outlining the status of negotiations and potential challenges.

Republicans argue that with China increasing its presence near the canal, reacquisition is vital for protecting U.S. interests. Trump has not ruled out any measures to secure the canal, stating, “It might be that you have to do something.”
