Federal Investigators Involved As NYPD Chiefs Accused Of Redirecting Funds

Two NYPD Deputy Chiefs are facing serious allegations of misusing department funds to benefit a restaurant owned by former Police Commissioner Edward Caban’s brother, Richard Caban. According to a whistleblower complaint, Deputy Chiefs Maximo Tolentino and Victoria Perry pushed for department events to be held at Con Sofrito, a Bronx eatery run by Richard, a retired NYPD lieutenant.

The complaint, filed with the Department of Investigation (DOI), claims that the chiefs instructed their officers to organize events at the restaurant to “make the big boss happy.” Between October 2022 and January 2023, several community events took place at Con Sofrito, costing the department between $5,000 and $8,000 per event.

One of these events was a toy distribution called “Winter Wonderland,” where officers handed out toys to local children. The whistleblower alleges that the chiefs used city resources inappropriately to favor the Caban family’s business.

Perry, recently promoted to deputy chief, earned $214,218 in 2023, while Tolentino received $233,000. Federal investigators have reportedly been alerted to the situation, though both Perry and the NYPD have denied rumors that her electronics were seized.

The investigation into these chiefs is just one of several probes currently focused on the inner workings of Mayor Eric Adams’ administration, as five separate investigations are underway involving his closest advisors.
