The NGO Money Laundering Scheme
Musk didn’t mince words when explaining the suspected mechanism behind this congressional enrichment program. “There is a massive amount of corruption,” he stated, before outlining a complex but brilliant scheme that would make Bernie Madoff proud. The scam works like this: U.S. taxpayer dollars are shipped overseas to a non-governmental organization (NGO), which then passes it through a series of other NGOs before eventually directing portions back to America – specifically into the hands of the very lawmakers who approved the funding in the first place. It’s a perfect circular money-laundering operation disguised as foreign aid.
“They’ll [the government] send the money overseas to one NGO [non-governmental organization], then they’ll go through a bunch of them, and then I’m highly confident that a bunch of that money then comes back to the United States and lands in the pockets of the people you just mentioned.”, says Elon Musk.
What makes this scheme so diabolically effective is what Musk calls the “giant fraud loophole.” Once government funds are directed to an NGO, they’re no longer governed by U.S. laws or transparency requirements. These organizations can operate with minimal oversight while moving millions – or billions – around the globe.
